A high-risk sex offender is now living in the Streeter, N.D., area, the Stutsman County Sheriff's Department announced Monday.
William Humphrey Kysar is living at 232 North France St., Streeter. He is not employed at this time. Kysar has convictions for gross sexual imposition, soliciting a child for sex and child abuse. He is not on probation with North Dakota Parole and Probation, according to the Stutsman County Sheriff's Department.
Kysar is described as a 39-year-old white male, 6 feet 1 inch tall, weighing 260 pounds. He has brown hair and eyes. He drives a white 1992 Buick Park Avenue, North Dakota license JFX715, and a brown 1989 Chevy Silverado, North Dakota license JHE680.
Kysar was convicted in 1999 in Williams County District Court of gross sexual imposition for fondling a 13-year-old girl over the clothing on two occasions. He was sentenced to 10 years with five suspended for five years.
In 1993, he was convicted in Yellow Medicine County District Court in Minnesota on a charge of solicit child for sex. Authorities said he fondled and penetrated a 4-year-old boy on several occasions. He was sentenced to 36 months.

In 1986, he was convicted of child abuse in Johnson Country District Court in Wyoming. Authorities said Kysar abused a 4-month-old baby. The baby had severe bruising on her face, ears and under her hair, and three broken ribs. Kysar was sentenced to two to five years in that case.
Kysar is not wanted by law enforcement at this time and has served the sentence imposed by the court. The notification is intended for public safety not to increase fear in the community. The information should not be used to threaten, assault or intimidate Kysar. Attempts to harass, intimidate or threaten Kysar or his family, landlord or employer will be turned over for prosecution, the sheriff's department said.
